This provision states that the条例 is made under Article 25 of the Presidential Office Organization Act. 總統得就符合列舉資格的人，組織戰略顧問委員會，任命19至29名戰略顧問，並指定1名主任與1名副主任。 戰略顧問委員會開會時，由主任召集並擔任主席；主任不能出席時，由副主任代理。 戰略顧問委員會可隨時就戰略及相關國防事項向總統提出意見，但不包括總統交議的事項。 戰略顧問委員會在必要時，可以請有關機關提供參考資料，或請其在會議時派員列席。
