立法院各委員會組織法

本條說明本法是依立法院組織法第十二條制定。

Committee decisions are made by majority of the members present; if votes are tied, the chair decides; if fewer than three members are present, no decision may be made.

各委員會在議案審查完畢後，應就該議案是否交由黨團協商作出決議。

出席委員若在會議現場當場表示不同意委員會決議，可以在院會依相關規定提出異議；缺席委員，以及出席但未當場表示不同意者，不能異議，也不能參與連署或附議。

各委員會審查議案後，應以書面向院會報告並交院會討論；決議時的主席或一名推定委員還要向院會說明。

Committee meeting results must be recorded in minutes, signed by the chair, and then distributed to all committee members.

If a committee matter is related to other committees, the convener may ask the plenary to decide to hold a joint meeting with the other relevant committees, unless the plenary decides to send it for joint review instead.

主辦之委員會負責召集聯席會議。

主辦委員會的召集委員擔任聯席會議主席。

主席要從各委員會職員中指定若干人，負責聯席會議的紀錄與其他事務。

各委員會應配置一名專門委員，負責議案與人民請願書的研究、編撰及草擬。

Each committee must have one chief secretary, and the chief secretary handles committee affairs.

Each committee must review referred bills and petitions, and may invite relevant ministries to report and answer questions at the start of each session.

各委員會的人員編制、職等與員額數有明確規定；其中部分職缺出缺不補。

各委員會會議在本法沒有規定時，可以準用其他列舉法規的相關條文。

This provision sets when the law and specified amendments take effect.

立法院各委員會的席次至少13席，且不得超過15席。

每位委員只能參加一個委員會；各委員會在每年第一次會期要重新組成。

Certain members must be selected by lottery to participate evenly in committees, and the committee-seat count must be recalculated when membership changes.

各黨團的委員會席次依政黨比例分配，並須在前條委員抽籤日後二日內提交委員參加各委員會的名單。

各委員會應設召集委員二人，由各委員會委員於每會期互選產生。

委員會會議由一名召集委員擔任主席，並由各召集委員輪流主持；同一議案時，可由同一人連續擔任主席。

各委員會的議程由輪值召集委員決定。

委員會會議原則上由召集委員召集；收到書面請求後，召集委員應在十五日內召開會議。

各委員會會議須有委員三分之一出席，才可以開會。

各委員會召集委員每會期應共同邀請委員擬定該會期的立法計畫；必要時，也可以邀請相關院、部、會人員列席說明。

各委員會審議案件如需初步審查，應由若干委員輪流審查；必要時，召集委員可以指定若干委員審查。

At committee meetings, invited attendees may explain facts or express opinions on the matters asked about.

各委員會會議原則上公開舉行，但在一定決定或提議下，可以改開秘密會議。
