公文程式條例

“公文” means a document used to handle public affairs. Its procedure follows this statute unless another law provides otherwise.

If there are two or more attachments, they must be numbered.

Official documents with two or more pages must be stamped at the page seam.

Secret official documents must be handled as confidential when they are created, transmitted, or stored.

If agency documents are handled by telegram, teleprinter, fax, or other electronic documents, the Executive Yuan must uniformly set the rules for making, transmitting, storing, anti-forgery, and confidentiality; if an agency has its own rules, those rules control.

Agencies must serve official documents sent to the public according to the Administrative Procedure Act’s service rules, unless another law provides otherwise.

This provision says the law takes effect on the date it is published, and the effective date of amended Article 7 will be set by the Executive Yuan by order.

This provision classifies official document types and says they may, when necessary, be done by telegram, telegraph exchange, telex, fax, or other electronic documents.

機關公文原則上要依性質加蓋印信或簽署；某些電子形式的公文可以不蓋印信或簽署。

When an agency head is vacant or unable to perform duties, the acting person must sign agency documents as required, and in some cases must add their title, name, and the word “acting.”

人民提出申請函時，應署名、蓋章，並註明性別、年齡、職業及住址。

公文應記明國曆年、月、日；機關公文還應記明發文字號。

Official documents may be written in numbered sections and in left-to-right horizontal format.

Public documents should be written in simple, clear language and include punctuation.

公文除應分行者外，得以副本抄送有關機關或人民；收受副本者應依副本內容作適當處理。
