Central regulations on making, enforcement, application, amendment, and repeal are governed by this law, except where the Constitution provides otherwise.

This provision allows an amending regulation to keep the number of a repealed article with a bracketed note saying “deleted,” and to number added provisions using forms like “之一” and “之二.”

Laws and orders must not conflict with the Constitution, and lower-level orders must not conflict with higher-level orders.

If a rule says it takes effect on promulgation or publication, it becomes effective starting on the third day after that promulgation or publication.

各機關處理人民聲請許可案件時，原則上適用變更後的新法規；但若依性質應適用行為時法規，或舊法規對當事人較有利且新法規未廢除或禁止該申請事項，則適用舊法規。

A regulation may be temporarily suspended in whole or in part if a national extraordinary incident makes it impossible to apply.

A law may be given the name Act, Statute, Ordinance, or General Rules.

Regulations must be amended when one of the listed situations applies, and the amendment procedure follows the rules for making regulations under this Act.

A regulation must be abolished if any of four listed conditions applies.

This article sets the procedure for repealing laws and orders, and says repealed rules become ineffective on the third day after publication or issuance.

有施行期限的法規，期限屆滿時會當然廢止；主管機關應公告這件事。

If a law or order has a fixed implementation period and extension is needed, the authority must act before expiry: laws go to the Legislative Yuan for review, and orders are published by the original issuing agency.
