About this statute
A person who self-surrenders or confesses during investigation or trial may have the punishment reduced or waived; if self-surrender also prevents serious harm to national security or interests, the punishment is waived. Government agencies that become aware of violations of Articles 3 to 9 must proactively refer or send the matter to the prosecutor’s office or judicial police for investigation. 本法自公布日起施行。 This provision states the law’s purpose: to prevent infiltration and interference by external hostile forces and protect national security, social stability, sovereignty, and the constitutional order.
