海南特區行政長官公署組織條例

海南特區行政長官公署直屬行政院，並設行政長官一人，負責依中央法令綜理轄區政務。

行政長官在不違反中央法令的範圍內，可以發布命令並制定單行規章。

行政長官公署設有列舉的各處；必要時，並得經行政院核准設置專管事業機構。

行政長官公署設主計室及人事室，並依法辦理主計及人事事務。

行政長官公署秘書長負責處理署務；各處處長在行政長官命令下，並受秘書長指導，處理各處事務。

各處、各室及部分特定處別得配置指定數量的人員，並得酌用雇員。

行政長官公署可以設置三至五名專門委員，也可以聘用顧問、參議和諮議。

行政長官公署處務規程由行政長官擬訂，並呈行政院核定。
