縣組織法施行法

County organization procedures follow this implementing law, except for district and township autonomy matters, which follow the separate district and township autonomy implementing laws.

縣政府要依省政府訂定的標準，將縣組織的一切費用彙報核銷。

When a district office’s or township office’s revenue is not enough to cover expenses, the district office may prepare a budget and send a subsidy request through the county government to the provincial government.

縣組織法施行一年後，省政府要派員查核各縣區鄉鎮組織情形，向內政部報告，並就合格者請求核准區長民選。

When the district chief election is approved, a district residents’ meeting must be convened to elect the district chief and district supervisory committee members, and the county advisory council must be organized under the cited county organization law provisions.

內政部在各縣區長民選一年後，依省政府報送資料考核戶口、土地、警衛、道路及人民使用四權情形；符合建國大綱第八條程度者，得准其成為完全自治之縣。

The Ministry of the Interior determines the material, form, and size of the listed seals and stamps.

先前各縣的區、村、里或其他編制，如與縣組織法不符，應立即更正。

This provision says the law takes effect when the County Organization Act is implemented.

各省政府在收到命令後，必須在分配的期限內完成縣的組織。

If a province cannot finish county organization on time because of a special failure, the provincial government must explain why and request an extension through the Ministry of the Interior, the Executive Yuan, and then the National Government’s approval.

各省政府須在第二條期限內通知各縣，依相關條文完成縣政府組織；但編定縣為三等並呈請公布，以及提出縣長人選呈請任命，屬於另行處理的事項。

縣政府在收到施行日期命令後，應在兩個月內劃定自治區並編定自治鄉鎮；自治區劃定後，省民政廳應在一個月內委任區長。

區長就職後，應在一個月內劃定鄉鎮區域，並組織區公所。

區長就職後，應在最終期限前兩個月，召集鄉民大會、鎮民大會，辦理鄉長、副鄉長、鎮長、鎮及鄉鎮監察委員的選舉，並組織鄉公所、鎮公所。

在鄉鎮公所成立前，區長要先設立籌備處，並由籌備處處理戶口調查、人事登記及其他指定事項；相關程序表格由內政部訂定。

鄉長、鎮長就職後，應在兩個月內劃定閭鄰，並分別召集閭鄰居民會議，選舉閭長、鄰長。
