For a person with distinguished national service who receives a state funeral, a memorial ceremony is to be held on the date of death under this provision. 國葬墳墓所在地的政府最高機關,應領導當地各機關在墓前舉行紀念典禮。 This provision lists the sequence of steps for a memorial ceremony. On the day of a memorial ceremony, all national agencies, groups, schools, factories, and shops must lower flags to half-mast as a sign of mourning. This provision says the regulation takes effect on the date it is promulgated.
