海洋產業發展條例

This provision states that marine industry development is governed by this Act, and more favorable provisions in other laws prevail.

中央目的事業主管機關可以就指定事項，對海洋事業提供輔導、協助、獎勵或補助。

主管機關及中央目的事業主管機關得推動海洋人才培育相關措施，包括產學合作、協助建立學用管道、推動相關課程與訓練認證機制。

海洋事業就產品與服務的研發及人才培育支出，得依相關稅法或其他法律規定減免稅捐。

海洋事業進口用於海洋產業發展的機器、設備，若經中央目的事業主管機關證明用途屬實且國內尚未製造供應，可免徵關稅。

各中央目的事業主管機關每年應將收取的部分相關費用撥入海洋發展基金。

中央主管機關可由專責法人辦理海洋產業相關業務。

本條例的施行日期由行政院決定。

中央主管機關要整合各機關（構）的海洋監測與測繪資料，建立海洋資料庫；各機關（構）也要配合提供必要資料。

政府應編列推動海洋產業預算，並採取必要措施，確保經費符合推行政策所需。

中央主管機關得會商相關機關、金融機構及信用保證機構，建立海洋產業投資的優惠融資與信用保證機制。

中央主管機關可以協助地方主管機關、企業、法人或自然人依法設置海洋產業園區或劃設海洋產業專區，並與相關中央目的事業主管機關會商，提供必要輔導與協助。

主管機關、中央目的事業主管機關及各級政府要推動海洋活動相關措施，包括建立輔導管理機制、在國家海洋日加強宣傳，並可編列預算補助國民參與海洋活動。
