第三期鐵路建設公債條例

本條規定由財政部會同鐵道部發行公債，名稱為第三期鐵路建設公債。

This provision says the public bond certificates are issued in three denominations: 1,000 yuan, 500 yuan, and 100 yuan.

本公債債票要由財政部部長和鐵道部部長會同簽字後發行。

This public bond certificate is bearer paper and may be freely sold or pledged.

本公債持票人可依本公債條例享有各項權利，但不得就第一條所規定的各鐵路主張任何權利。

If someone forges or damages the credit of this public bond, the judicial authorities will punish them according to law.

本條例自公布日起施行。

This provision sets the total bond amount and says it will be issued in three installments on specified dates.

This public bond is issued at 98% of face value.

The bond’s annual interest rate is set at six li, and interest is paid twice a year at the end of February and the end of August.

The bond principal is repaid in 20 yearly installments, starting one year after each issue date.

財政部在新路尚未產生餘利前， պետք按年度從國庫補助公債基金，並交由中央銀行收入基金保管委員會戶帳專款保管。

本公債基金保管委員會由財政部、鐵道部、審計部和經理公債銀行代表共同組成；其組織規程由財政部和鐵道部會同擬訂，並送行政院核准備案。

財政部、鐵道部委託本公債基金保管委員會辦理本公債還本付息事宜，並指定中央銀行作為經付本息機關。

This provision says the bond proceeds must only be used for the purpose stated in Article 1 and may not be used for anything else.
