中國農民銀行土地債券法

中國農民銀行在辦理土地金融業務並發行土地債券時，應依本法辦理。

土地債券持有人須在期限內憑券向中國農民銀行領取本金與息金；逾期作廢。

中國農民銀行發行土地債券時，必須直接對持券人辦理；償還收回時也要同樣直接對持券人辦理。

中國農民銀行可以為持券人的便利，委託其他金融機關或郵局代為兌付本息。

土地債券可以自由買賣、抵押，也可以作為公務上一切保證金的用途。

土地債券每年都要擬訂詳細發行計劃，載明發行總額、方法、償還期限和其他必要條件，並連同券樣送財政部核准。

土地債券遺失時，持券人可以依掛失和公告程序，向中國農民銀行申請補發。

對土地債券有偽造或毀損信用行為的，司法機關依法懲治。

This provision says the law takes effect on the publication date.

The land bonds are secured by all assets of the China Farmers Bank land finance office and by land mortgage rights obtained from its lending.

The total amount of land bonds issued must not exceed the total amount of land mortgage loans from the preceding article, and the annual repayment amount must be at least 80% of recovered land mortgage loans.

Land bonds are issued in five denominations: 50, 100, 500, 1,000, and 5,000 gold yuan coupons.

土地債券原則上是記名式；必要時，也可以是無記名式。

土地債券利率可以低於中國農民銀行土地抵押放款利率，但兩者差額不得超過二釐。

土地債券按債券面額足額發行。

Land bond interest must be paid at least once a year. Principal repayment rules vary by bond type, and in necessary cases repayment may start after five years from issuance and may be prepaid after two years.

每次還本時，中國農民銀行要登報公告債券到期或中籤號數、償還金額及支付日期；記名式債券還要通知債券持有人。
