本公債各期債票可以自由買賣、質押，並可作公務上的保證及金融業的保證準備金。

本條規定本公債總額為新臺幣五億元，並在五十五會計年度內分期按票面足額發行；分期次數、金額與日期由行政院決定。

These public bonds are issued in bearer form and come in five face values: NT$500, NT$1,000, NT$5,000, NT$10,000, and NT$50,000.

The bond interest rate is 4% per year, and interest is paid every six months starting from the issuance date.

本公債自第五期付息起，改為每半年平均還本付息一次，並在十年內全部還清。

This public bond is to be solicited from patriotic people nationwide, and the solicitation method will be set separately.

本條說明：本公債各期債票如果遺失、被盜或滅失，不得辦理掛失止付，且不適用民法相關條文。

本公債各期債票的還本付息基金，按年編入國家總預算，並預期撥交經理銀行保管備付。

中央銀行負責經理本公債各期債票的募銷，以及還本付息。
