興建台中港第一期工程建設公債發行條例

本條授權臺灣省政府發行建設公債，以配合臺中港興建與相關經濟需要。

本公債債票原則上可自由買賣、質押，並可作公務上的保證；但記名債票必須先向原經售機構辦理過戶手續後，才能這樣處理。

本公債各期債票利息免納所得稅。

This provision says the regulation takes effect on the date it is公布.

本公債的發行金額定為新臺幣十七億八千萬元；分年、分期的發行期數、數額與日期由省政府依工程進度需要核定，並報行政院備查。

省政府可以按需要決定本公債各期債票面額的大小。

本公債各期債票利息由省政府報請行政院定，調整時不得低於發行時利率，並自發行日起每六個月付息一次。

This provision sets a seven-year maturity for each bond issue and says principal repayment begins at the sixth interest payment, then continues annually to full repayment over five years.

本條規定公債各期債票原則上採無記名式；承購人可在承購時申請改為記名。

If a public bond certificate is lost, stolen, or destroyed, the named holder may report the loss to the original selling agency and request a replacement.

This provision says the principal and interest of each public bond installment are included in Taiwan Provincial local general budgets and are expected to be transferred to the managing bank for safekeeping as payment reserves.
