興建台中港第二期工程建設公債發行條例

為籌資興建臺中港並配合經濟發展，條文授權臺灣省政府發行建設公債。

本公債各期債票在最後一次還本付息開付日所屬會計年度終了後滿五年仍未請領的，不再兌付。

本公債利息所得可以免徵全部或部分所得稅；免徵內容由臺灣省政府依發行時金融情況擬訂，並報行政院核定。

Public bonds may generally be bought, sold, pledged, or used as official security; registered bonds require transfer procedures with the original selling institution first.

This provision states that the regulation takes effect on the date it is公布.

本公債的發行金額定為新臺幣二十五億元；分年、分期的期數、數額與日期，由臺灣省政府依工程進度需要核定，並報行政院備查。

臺灣省政府可以按需要決定本公債各期債票面額的大小。

本公債各期債票利息由臺灣省政府報請行政院定之，調整時不得低於發行時利率，並自發行日起每六個月付息一次。

Public bond principal must be repaid over seven years, with repayment starting from the sixth interest payment period and then made once a year until fully repaid within five years.

本公債各期債票原則上以無記名方式發行；承購人可在承購時申請記名。

本公債債票若遺失、被盜或滅失，不能辦理掛失止付；但記名債票的持有人可以向原經售機構辦理掛失，並申請補發。

The bond principal and interest for each issue are included in the Taiwan Provincial general budget and are expected to be remitted to the managing bank for safekeeping and payment.

本公債各期債票的發行、還本與付息，由臺灣銀行經理。
