中央政府興建臺灣北部區域第二高速公路建設公債發行條例

This provision says the central government issues construction bonds to support building the North Taiwan second freeway and economic development.

本條例自公布日施行。

This provision caps the public bond issuance amount at NT$50 billion and says it is to be issued in annual installments under the engineering special budget.

This provision says the bond is issued at face value, and the Ministry of Finance must draft the annual issuance details and submit them to the Executive Yuan for approval.

本條規定公債各期債票原則上為無記名式，但承購人可在承購時申請記名。

公債債票遺失、被盜或滅失時，不得辦理掛失止付；但記名債票的持有人可以向原經售機構申請掛失止付並請求補發。

The bond’s principal and interest payments are to be funded from specified highway-related revenues, after deducting management and maintenance expenses, and then included in the budget for transfer to the managing bank for safekeeping and payment preparation.

本條規定，本公債各期債票的發售與還本付息由中央銀行經理。

Bond payment claims not made within five years after the fiscal year ends for the last principal/interest payment date will not be paid.

本公債債票原則上可自由買賣、質押，並可作為公務上的保證；但記名債票要先向原經售機構辦理過戶，才能這樣做。
