國家語言發展法

This provision says the law is enacted to respect cultural diversity and promote the preservation, revival, and development of national languages.

中央教育主管機關應培育國家語言教師，並協助地方主管機關以專職方式聘用；相關培育與聘用辦法由中央教育主管機關會同中央目的事業主管機關另定。

國民在參與政府機關（構）的行政、立法或司法程序時，可以使用自己選擇的國家語言；政府機關（構）在必要時要提供各國家語言間的通譯服務，並積極培育通譯人才。

直轄市、縣（市）主管機關可以在地方立法機關議決後，將特定國家語言指定為區域通行語之一，並訂定其使用保障事項。

政府應鼓勵多元國家語言的出版、製作、播映與通訊傳播服務；政府捐助的傳播財團法人應提供國家語言多元服務，並可設立專屬廣播、電視頻道及其他傳播服務。

政府可以補助或獎勵法人及民間團體推廣國家語言。

中央目的事業主管機關應辦理各國家語言能力認證；必要時，也可以就該認證規費免徵、減徵或停徵。

中央及地方公務人員的甄選，得因業務需要，附加國家語言能力證明作為資格條件。

中央主管機關有權訂定本法施行細則。

This provision says the Act takes effect on the date it is promulgated, except for Article 9(2), which takes effect three years after the 12-year basic education curriculum outline starts being implemented for first-year students in elementary, junior high, and senior high school.

The provision defines the competent authority and requires relevant agencies to cooperate and assist when a matter involves another agency’s responsibilities.

“National language” means the natural languages used by Taiwan’s indigenous groups and Taiwanese Sign Language.

Education authorities must ensure preschool children can learn national languages, include national languages in the curriculum at all stages of basic education, support school use of national languages, reward related courses and research, and improve teaching and learning resources.
