因應國際情勢強化經濟社會及民生國安韌性特別條例

This provision states that the statute is enacted to address changing international conditions and strengthen Taiwan’s economic, social, consumer, and national security resilience.

本條規定本條例的主管機關是經濟部；另由依本條例編列預算的中央各部會，負責相關強化措施的規劃、預算編列及推動。

This provision lists the measures covered by the statute, including business support, industry upgrading, labor stability, agriculture, higher education, health and labor insurance funding, social care, national defense, IT systems, and a cash payment of NT$10,000 per person.

編列預算的中央各部會要擬訂前條各款項目的辦法，並報請行政院核定。

第九、十款採購可採限制性招標並委由國內依法設立的法人、機構或團體辦理；第十一款現金發放相關業務得不適用政府採購法的招標與決標規定。

本條規定特別預算的經費上限、舉債上限，以及中央各部會的季報和資訊公開義務。

依本條例向政府領取的補助及其他給與，免納所得稅，且不得拿來抵銷、扣押、供擔保或作為強制執行標的。

依本條例編列預算的中央各部會，應專案列管並考核第三條各款所定項目的執行情形。

This provision sets the implementation period for the act and its special budget, requires the Executive Yuan to submit the special budget to the Legislative Yuan within one month after the act takes effect, and allows an extension if the Legislative Yuan agrees.
