基隆河流域整治特別條例

This provision states that the statute is enacted to improve Keelung River drainage and flood control, solve serious flooding in the Keelung River basin, and raise local residents’ quality of life.

Keelung River disaster compensation is to be subsidized using the most favorable natural-disaster subsidy standard.

This provision defines the “central competent authority” as the Ministry of Economic Affairs.

This provision defines “基隆河” and “基隆河流域” as the river sections and areas within the Keelung River watershed in Taipei City, New Taipei City, and Keelung City.

Funds needed for managing the Keelung River and improving drainage and flood control must be handled through a special budget, and public bonds may be issued without being subject to the Public Debt Act’s annual borrowing cap.

政府在執行基隆河流域整治計畫時，可以比照九二一震災重建暫行條例的規定辦理，以排除相關法律限制。

中央主管機關得訂定施行細則，但不得牴觸法律或侵害人民權益；立法院得審查該等施行細則，並通知中央主管機關修改或廢止。

This provision says the regulation starts on the promulgation date and runs for 10 years; amended provisions from 1999-11-16 start on 1999-12-25.
