嚴重急性呼吸道症候群防治及紓困暫行條例

This provision says the statute is meant to prevent severe acute respiratory syndrome, protect public health, and address its impact on the domestic economy and society. Matters not covered by the statute are handled under other laws.

中央政府在必要時可以調派國軍，協助特定防疫區域的秩序維護及防疫、安置、清潔等工作。

Government agencies may prioritize use of media and communications equipment to report outbreak and emergency-response information, and public and private institutions, schools, groups, and mass media should assist.

中央衛生主管機關應酌予補助或發給津貼；對防治工作有績效者，政府及相關機關、學校、團體應予獎勵；因執行防治工作而感染嚴重急性呼吸道症候群者，政府應予合理補償。

因執行防治工作而受傷、失能或死亡的人，可以依規定請領各項給付；若因此失能或死亡，其子女教育費用由政府編列預算支應，直到取得學士學位為止。

受 SARS 影響而營運困難的產業和醫療機構，可以獲得紓困、稅費補貼及必要協助；停診的醫療機構，政府應給予適當補償。

中央衛生主管機關可以鼓勵民間設立嚴重急性呼吸道症候群專責醫院；其設立及補償標準由行政院定之。

This provision says people affected by severe acute respiratory syndrome, their caregivers, people under compulsory isolation, and their families should have their dignity and lawful rights respected and protected, and they must not be discriminated against.

中央政府得在總額新臺幣500億元內，於本條例公布日起30日內循特別預算程序辦理，並可就其中部分以舉債支應；相關機關在行政院同意後，也可在法定程序完成前先行支付部分款項。

新聞媒體在經主管機關通知後，必須立即更正未經查證而報導錯誤的內容。

When a person seeks treatment at a medical institution, the institution must ask about medical history, treatment records, contact history, travel history, and other matters related to SARS; the patient or family must answer truthfully and must not deliberately conceal information.

明知感染或疑似感染嚴重急性呼吸道症候群而不遵從衛生主管機關指示、且有傳染他人風險者，可能受刑罰；另有多種違反防疫或徵用規定的情形，會被裁罰鍰。

If the patient or the patient’s family violates Article 17-1, they may be fined between NT$10,000 and NT$150,000.

Anyone who spreads rumors or false information about the SARS outbreak, and it is enough to harm the public or others, is subject to a fine of up to NT$500,000.

對防疫器具、設備、藥品、醫療器材囤積居奇或哄抬物價者，處一年以上七年以下有期徒刑，並得併科新臺幣五百萬元以下罰金；未遂犯也受罰。

各級政府機關在必要時，可以委任、委託或委辦相關機關執行本條例事項；地方政府未依法執行且造成嚴重公益或防疫影響時，中央機關可先命其限期執行，逾期仍不執行時可代為執行，緊急時也可直接代為執行。

行政院應設置 SARS 防治及紓困委員會；委員會每月向立法院相關委員會報告，地方政府要依中央指示辦理，中央衛生主管機關必要時可結合動員體系推動防疫措施。

中央衛生主管機關要建立 SARS 疫情監視預警體系、劃分防疫區域並建立醫療通報制度；行政院要整合研究機構與專家組成專案小組，推動相關研究。

各級政府機關、民間機構及醫療機構都要加強嚴重急性呼吸道症候群防治相關教育、宣導、訓練與演習。

各級政府機關可以為防疫需要指定特定區域管制，必要時可強制隔離、撤離居民，並對指定場所、建築物、運輸工具及其人員、物品施行檢疫或其他防疫措施。

政府機關為安置病人或接觸者需要時，可以借用公有非公用財產；若公有公用財產也適合安置，應先改為非公用財產。

各級政府機關為迅速執行救人、安置及防疫工作時，得向民間徵用指定物資，並應給予適當補償。

海關要設置單一窗口受理自國外進口防疫器具、設備、藥品及醫療器材的通關；捐贈給政府機關或醫療機構的防疫物資可由受贈者直接提領，未指明受贈對象的則由中央衛生主管機關提領。

Businesses involved in government coordination, requisition, or distribution of epidemic supplies may be exempt from certain fair-trade and labeling rules, and commissioned sales of requisitioned epidemic supplies may be exempt from business tax if all sales income is handed over to the commissioning agency for treasury remittance.

被認定須強制隔離的人不得拒絕、規避或妨礙隔離；隔離期間要遵從衛生主管機關指示。

地方衛生主管機關為防疫可指定或徵用公私立醫療機構；若被指定或徵用的機構人員、設施或物資不足，中央衛生主管機關應協助補充。

政府機關或公立醫療機構在執行 SARS 防治工作並經中央衛生主管機關同意時，可以延攬具醫事或公共衛生專業的人員；所需經費由中央衛生主管機關支應。
