環境教育法

This law is enacted to promote environmental education and public understanding of the relationship between people, society, and the environment.

中央與各級主管機關負責環境教育機構和環境教育人員的認證；中央主管機關並可訂定相關辦法。

中央主管機關 must appoint experts, scholars, and relevant organization or group representatives to set up the National Environmental Education Review Committee.

直轄市、縣（市）主管機關應設置環境教育審議會；委員來源要包含專家、學者及機關（構）、團體代表，且專家、學者及團體代表合計不得少於三分之二。

各級主管機關及中央目的事業主管機關應指定環境教育負責單位或人員，負責環境教育的規劃、宣導、推動、輔導、獎勵與評鑑相關事項。

主管機關要規劃、整合並提供環境教育設施與資源；受補助的環境教育設施或場所辦理活動時，應給參與者優待；中央主管機關並負責對這類設施或場所辦理認證。

中央主管機關辦理環境教育人員、機構及環境教育設施、場所的認證時，應邀集中央目的事業主管機關及專家學者審查。

各級教育主管機關應督導所屬學校，利用課程教學和校園空間，研訂環境學習課程或教材，並辦理多元教學活動，進行環境教育。

各級主管機關得在環境教育人員書面同意下，公開其必要專長資訊，也得提供保險費、交通費及其他必要支援。

Certain public bodies and subsidized foundations must designate staff to promote environmental education, and school-designated staff must obtain certification within five years of the law taking effect.

Certain public bodies, schools, and government-funded foundations must set and carry out an environmental education plan each year, and their staff, teachers, and students must take at least four hours of environmental education.

This provision defines the competent authority and says matters within a central purpose business authority’s remit are handled by that central authority.

主管機關應輔導、獎勵民間設置環境教育設施、鼓勵國民參與志工，並輔導民營事業提供資源支持環境教育；相關辦法由主管機關定之。

主管機關可以對環境教育成效良好的人給予獎勵。

中央主管機關應會同科技部、教育部及中央目的事業主管機關，加強環境教育相關研究，健全環境教育系統，並持續推展環境教育。

If certain persons or organizations violate environmental protection legal duties and receive a work/business suspension order or a fine of at least NT$5,000, the enforcement authority must order them to send a representative or environment-responsible person to environmental training for 1 to 8 hours.

違反第十九條第一項、第二項所定辦法的特定機關與法人，主管機關應命其限期辦理；屆期未辦理的，會被處罰鍰，並命相關人員接受環境講習。

中央主管機關可定環境講習時數的執行方式；被主管機關命令接受環境講習者，原則上應配合，若無正當理由拒不接受或時數不足，可能被罰鍰。

本法的施行細則由中央主管機關訂定。

This provision sets when the law starts to apply: the law takes effect one year after publication, and the amended provisions take effect on the publication date.

This provision defines “environmental education,” “environmental education institutions,” and “environmental protection laws and autonomous regulations.”

This provision says environmental education applies to all citizens, groups, businesses, government agencies, and schools.

中央主管機關應擬訂國家環境教育綱領，報行政院核定；變更時也要同樣辦理，並且至少每四年通盤檢討一次。

中央主管機關要依前條綱領，會商中央目的事業主管機關，訂定國家環境教育行動方案，並報行政院備查；方案變更時也一樣。

直轄市、縣（市）主管機關應訂定地方環境教育行動方案，並報中央主管機關備查；方案變更時也要同樣辦理。

各級主管機關及中央目的事業主管機關要依環境教育綱領與行動方案編列預算並辦理相關事項；各級主管機關還要設立環境教育基金並管理其收支、保管與運用。
