本通則自公布日起施行。 This provision states that the general rules are made under Article 20 of the Executive Yuan Government Information Office Organization Act. 行政院新聞局可在視實際需要、會同外交部並經行政院核准後，於國外設新聞機構。 本局駐外新聞機構或人員，須依本局命令，並受本國駐外使館指揮、監督；在無外交關係的國家、地區，則受本局及委託駐外機構指揮、監督。 新聞參事處、新聞專員處、新聞處及各分處負責辦理本條列出的國際新聞與對外宣傳工作。
