駐外外交領事人員任用條例

駐外外交領事人員的任用，依本條例規定；本條例未規定的部分，適用公務人員任用法。

本條例自公布日開始施行。

This article defines which positions count as overseas diplomatic and consular personnel, allows certain ambassadorial posts to be filled by experienced or specialized staff despite qualification limits, and caps those appointments at 15% of the establishment, except for specially appointed ambassadors and permanent representatives.

駐外外交領事人員必須符合列出的其中一種資格。

Senior overseas diplomatic and consular personnel must meet the prior article’s requirements and have at least one of the listed qualifications.

薦任駐外外交領事人員除須符合第3條外，還必須符合三項資格之一。

符合條件的派用人員，其資格仍依派用人員派用條例辦理，且不適用第三條至前條規定。

駐外外交領事人員的一次駐外期間原則上不得超過6年；期間內可在各駐外機構間調任，期滿後要調回外交部服務。

Foreign diplomatic and consular staff who have served in the same post for six years and have no annual performance rating of A in any year may not be appointed to a foreign post again.

本條例的施行細則由外交部會同銓敘部訂定。
