本條例的施行日期由命令決定。 蒙藏邊區人員可以依本條例被任用為簡任、薦任、委任職公務員，且任用時應優先任用蒙藏邊區土著人民及通曉國文、國語者。 People who meet any one of the listed qualifications may be appointed to a simplified senior position. People who meet one of the listed qualifications may be appointed to a 薦任職 position. 符合列舉任一資格的人，可以被任用為委任職。
