中華民國八十年度中央政府總預算執行條例

This article states that the law is enacted to implement the central government budget for fiscal year 80 of the Republic of China.

The Executive Yuan may approve and disburse certain budgeted subsidies and expenses for civil servants, including in-kind expenses, marriage/death/birth and children’s education subsidies, and dependents’ living subsidies, according to past practice.

Foreign exchange receipts and expenditures in the annual budget must be settled using the actual exchange rate at the time of execution.

各附屬單位預算機關應依業務情形編造分期實施計畫及收支估計表；在預算執行期間，因市況變動及業務擴增而必須增加的管理費用，也可以併入計算，並依預算法第五十六條規定程序辦理。

各主管機關應依立法院通過的總預算案注意事項辦理；主計處、財政部及審計機關則分別就主管事項負責監督，並在次會期向立法院報告辦理情形。

This provision says the regulation takes effect from the date of promulgation and applies for the fiscal-year period stated in the text.

列有歲入預算的各機關，應依法確實徵收；預算外收入與預算內超收，應繳庫並列入決算，不得坐抵或挪作墊用。

如立法審定結果與總預算列數有差異，行政院應依立法院最後審定數額調整預算並執行。

各主管機關 must 依預算所列數額，按期報解總預算所列附屬單位預算機關應繳庫的盈餘及事業收入；如實收數額超過法定預算列數，則依第二條辦理。

各機關的預算如果被立法院刪除，不得再動支第二預備金，也不得辦理追加預算。

當各機關預算實際執行結果的差距超過百分之二十，且沒有不可抗拒的特殊因素時，該機關首長應將執行情形向立法院報告。

State-owned property that may be sold under law must be sold at market price when its market price is higher than the budget.

各機關要依法編送歲出分配預算，核定後切實執行，並依支出性質與歲入實收情形分配和控制預算。

機關辦理營繕工程合約時，應按工程性質分別載明材料與工資價款；符合漲幅門檻時，得調整超過部分，但逾期完工或交貨者不適用。
