Defines terms used in the Act, including 'authority', 'chairperson', 'corporation', 'director', 'financial year', 'managing director', 'Minister', 'performance contract' and 'public authority'; and states the Act binds the Government and public authorities. The National Water and Sewerage Corporation must continue as a body corporate; the corporation may carry out the acts of a body corporate, hold and dispose of property, and sue or be sued in its corporate name. All courts must take judicial notice of the corporation's seal affixed to a document, which is deemed duly affixed until the contrary is proved. The corporation must operate commercially, provide water and sewerage services (including specified water supply uses), manage water resources for the benefit of Ugandans, develop systems in urban centres and institutions, and ensure revenues cover depreciation, amortisation, interest, operation and maintenance costs and a reasonable return on investment. The corporation may perform a wide range of commercial, managerial and operational activities to achieve its objectives and perform its functions, including entering partnerships, setting tariffs, acquiring property rights, providing services and using surplus resources.
