Scottish Ministers may issue guidance to local authorities, and local authorities must follow it as directed; local authorities also cannot recover certain charges where required assessments or related steps were not done. This part gives ministers and certain authorities powers to make transitional, suspension, revival, expiry, and related regulations, and sets out emergency registration powers for several professional regulators. This provision creates an emergency registration route for social workers, lets the registrar set or change conditions, and sets rules for ending registrations. It also gives emergency volunteering leave protections for workers and employees, including return-to-work rights, no-detriment protection, and tribunal remedies. A person must not make or transmit recordings or images/sounds of people participating in court or tribunal proceedings through live video or audio links, unless authorised or covered by a defence.
