A person must not introduce, place, or cause a nonindigenous aquatic plant to be introduced or placed into public waters of the state.
A person who unintentionally possesses a prohibited aquatic plant through natural dispersion is not guilty of violating this chapter if the possession creates no danger and no intent to further disperse the plant.
