The committee must meet monthly in Montgomery, Alabama, and members serve without compensation but may be reimbursed for actual expenses when attending meetings or carrying out official duties.

This chapter is meant to give state instrumentalities full and adequate powers, and it is cumulative rather than limiting other powers. It also says no proceedings, notice, or approval are required for certain incorporations and related acts except as this chapter or other law provides.
This section defines several terms used in the chapter, including applicant, authority, board, bonds, county, director, incorporators, municipality, person, and property.
Public corporations may be formed to study, control, and help address water, air, and other environmental pollution.
At least three natural persons must file a written application with the Governor to form a public corporation, and the Governor must review it and then issue an executive order either denying or authorizing the application based on whether the statements are true.
Applicants must file a certificate of incorporation within 40 days after the Governor’s authorizing executive order; incorporators must sign and acknowledge it, and then notify the Governor within 10 days after filing.
Public corporations must be governed by a board of directors, with the Governor appointing the initial directors and filling vacancies.
If an area of operation includes three or more counties or portions, an advisory committee must be created, appointed, and run under the listed membership, notice, and meeting rules.
The authority is given broad powers to operate as a corporate body, including suing and being sued, managing property, making bylaws, borrowing money, issuing bonds, and working on pollution control projects.
The authority may issue, sell, refund, pledge, and secure bonds, and its board controls several bond terms.
This provision says it was repealed effective June 1, 2018 and is not in the current code supplement.
