Section 15-13-135 Returns “Not Found” or Certified Mail Returned.
If notice is not served, additional notices may be issued; two “not found” returns can count as personal service unless there is evidence the officer did not diligently try to serve the proper party. If certified mail is returned without acceptance, the clerk must reissue it for officer service.
