Section 17-13-19 Procedure When One Candidate Declines to Enter Second Primary.
If one of the top two primary-election candidates declines to enter the second primary, that candidate must notify the appropriate party committee chair within three days, and the committee chair must name the other candidate as the party nominee and certify that name; no second primary is held.
