Notwithstanding section 1-216, if there is a vacancy or vacancies on the governing board, a majority of the remaining members of the governing board constitute a quorum for the transaction of business, except that a single member of the governing board does not constitute a quorum. G. An order on a county school superintendent for a salary or other expense shall be signed by the governing board. An order for a salary or other expense may be signed between board meetings if a resolution to that effect has been passed before the signing at a regular or special meeting of the governing board and the order is ratified by the board at the next regular or special meeting of the governing board. H. This section does not apply to county school superintendents in the conduct of an accommodation school.
