ARS § 28-982

Police and highway patrol officers may stop and inspect a vehicle when they have reasonable cause to believe it is unsafe or improperly equipped. If the vehicle is unsafe, the officer must give the driver a written notice, and the director of public safety must prescribe the notice form.
