ARS § 35-1004

A governmental entity may deduct swap-agreement receivables from bond or other long-term obligation amounts when using them to test coverage, interest-rate limits, or levy amounts. Amounts collected to pay swap-agreement amounts are excluded from title 42, chapter 17, article 2 until the swap obligations are fully paid
