ARS § 36-3209

If valid health care directives conflict, the most recent directive is treated as reflecting the patient’s wishes. If a directive, an agent’s decision, or a surrogate decision maker’s decision conflicts with a health care provider’s order, the directive or decision is presumed to represent the patient’s decision.
