ARS § 37-258

The commissioner may sell the state’s rights in a dry riverbed after an appraisal and when it is in the state’s and trust’s best interests. Buyers must pay part at the sale and the rest within 30 days, and the applicant may receive sale proceeds or a price offset for qualifying improvements.
