Ascertain and set just and reasonable standards, classifications, regulations, practices, measurements or service to be furnished and followed by public service corporations other than a railroad. 2. Ascertain and fix adequate and serviceable standards for the measurement of quantity, quality, pressure, initial voltage or other condition pertaining to the supply of the product, commodity or service furnished by such public service corporation. 3. Prescribe reasonable regulations for the examination and testing of the product, commodity or service and for the measurement thereof. 4. Establish reasonable rules, regulations, specifications and standards to secure the accuracy of all meters and appliances for measurements. 5. Provide for the examination and testing of any and all appliances used for measurement of any product, commodity or service of any such corporation. B. The commission, its officers and employees may enter upon any premises occupied by a public service corporation, for the purpose of making the examinations and tests and exercising any of the other powers provided for in this article, and may set up and use on the premises any apparatus and appliances necessary therefor. The agents and employees of the public service corporation may be present at the making of the examinations and tests. C. Any consumer or user of any product, commodity or service of a public service corporation may have any appliance used in the measurement thereof tested upon paying the fees fixed by the commission, the fee to be paid by the consumer or user at the time of his request, but to be paid by the corporation and repaid to the consumer or user if the appliance is found defective or operates to the disadvantage of the consumer or user.
