ARS § 47-2A404

If agreed delivery facilities fail, a substitute performance must be used when a commercially reasonable substitute is available. If payment terms fail because of government regulation, the lessor may withhold or stop delivery unless the lessee offers a commercially substantial equivalent payment method.
