ARS § 49-556
The state must participate in the low emission vehicle program, cannot pay the program’s administrative costs, and may adopt an alternative emissions reduction program if it improves air quality. If the state does not participate, it must adopt the clean fuel fleets program for certain fleets in nonattainment areas.
