ARS § 9-238
This section assigns municipal jobs: the town clerk is also treasurer, the town marshal collects town taxes, and the town engineer controls streets, sewers, and water works. In towns of 3,000 or more, the town engineer must be a competent engineer; in towns under 3,000, the town marshal may act as town engineer.
