9-840 - Exemptions 9-840 . Exemptions This article does not apply to: 1. An ordinance, code, regulation or substantive policy statement that relates only to the internal management of a municipality and that does not directly and substantially affect the procedural or substantive rights or duties of any segment of the public. 2. An ordinance, code, regulation or substantive policy statement that relates only to the physical servicing, maintenance or care of municipally owned or operated facilities or property. 3. An ordinance, regulation or substantive policy statement that relates to inmates or committed youth, a correctional or detention facility under the jurisdiction of the municipality or a patient admitted to an institution or treatment center pursuant to court order. 4. An ordinance, code, regulation or substantive policy statement that relates to a municipal contract. 5. The function or operation of a municipal airport, public safety department, police department, town marshal's office, fire department, ambulance service or zoning adjustment process pursuant to 9-462.06.
