Purpose and legislative effect
“This act is named the Government Code.”
This section defines key terms used in the CalSavers retirement savings title. This section creates the CalSavers Retirement Savings Board and sets rules for how the board, program administrator, and staff must operate. This section creates the CalSavers Retirement Savings Trust, assigns the board to administer it, requires the board to split trust money into a program fund and an administrative fund, and gives the Treasurer and the board investment-related powers. It also caps administrative fund spending at 1% of the total program fund after six years from implementation and exempts certain securities from specified Corporations Code sections. The CalSavers Retirement Savings Program must include one or more payroll deduction IRA arrangements, as determined by the board. The board has broad authority over the trust, including contracts, investments, staff, insurance, cooperation, and rulemaking.

The San Mateo County Board of Supervisors may operate and regulate disposal facilities, and may charge compensation and limit facility use to county inhabitants.
Section 25829.
The board of supervisors may appoint a secretary to the county board of trade or county chamber of commerce and may set that secretary’s salary.
Section 26107.
The board may take proceedings and acquire needed real property. If construction or repair work on a project costs more than $2,500, the work must be done by contract, and the contract is void unless let under the specified Government Code sections.
Section 26306.
The board may lease project property, but only after advertising for and accepting bids, and lease terms are capped at 60 years or 10 years depending on the type of public improvement.
Section 26361.
An indenture may include a clause limiting the board’s power to use bond-sale proceeds for projects.
