Iowa Code § 357.14 - Bids for construction
If voters approve the improvement, the board must direct the engineer to finish the plans and specifications; the engineer must do so within 30 days of notice unless the board extends the time. If the plans are filed and the project cost exceeds the bid threshold, the board must follow competitive bidding rules.
