Iowa Code § 573.27 - Payment before work completed

The public contracting authority may fully pay for completed work and make a supplemental contract if the contract is at least 95% complete, the remaining work has been blocked for more than 60 days by conditions beyond the contractor’s control, and the surety agrees.
