Iowa Code § 73A.7 - Hearing and decision
At the hearing, appellants and other interested persons may speak. The appeal board must review the record and decide whether to approve, reject, or require changes to the contract and plans; if the board rejects the contract as a whole, the municipality must rebid and the board makes a final decision.
