Kansas Statutes § 32-851 Same; procedure.
Before an oil, gas, or other mineral lease is entered, the secretary must give at least 30 days’ public notice in the Kansas register; leases must be awarded by competitive bid to the highest responsible bidder, and the secretary may reject any or all bids.
