Water districts and home rule class cities may acquire, establish, maintain, and operate waterworks to supply water to the district or city and its inhabitants.
A sewerage system may be acquired together with a water system and combined into one project for original financing.
This chapter does not affect other laws that provide an alternative plan for acquiring and operating water systems.
The water district commissioners or a city legislative body may agree with the owner on the value of waterworks and buy it at that value.
A water district or city may borrow money and issue bonds to pay for acquiring waterworks, but only after the required resolution or ordinance is adopted.
Bonds may be issued with interest terms set by the issuer, but interest must be payable at least annually and the bonds must be payable within 40 years of issue.
Bonds issued under this chapter are negotiable, not taxable, and must be sold on terms the water district commissioners or city legislative body considers best for the water district or city.
