KRS § 220.565 District may construct or contract for construction -- No debts incurred until assessment final.
The district may build the sewerage facilities itself or hire others to do it, but it cannot incur debts or obligations for the construction subdistrict (other than engineering study and administrative costs) until the related order is final and no longer appealable.
