KRS § 76.248 District may construct or contract for construction -- No debts incurred until assessment final.
The district may build the sewerage facilities itself or hire others to do the work, but it cannot incur debts or obligations for the construction subdistrict until the relevant order is final and no longer appealable, except for engineering study and administrative costs.
