This section was repealed by Acts 2013, No. 184, §5.
This section says the chapter is meant to hold legislation about required contributions to public retirement systems.
Some employees could join the retirement system only if they filed the required notices by July 1, 1947, and people age 50 or older could not become members after June 30, 1948.
Employees hired after December 31, 1946 may join the retirement system if they file the required notice and enrollment form with the board within one year of hire.

An employee who initially skips membership may later apply to join, but may lose prior service credit unless membership starts within 60 days after July 28, 1948. Some Louisiana School Employees’ Retirement System members may keep membership or transfer service credit if they meet the stated service and employment conditions.
A qualifying member must file a detailed prior-service statement, and the board of trustees must verify the claimed service under its rules.
If an active member missed retirement credit because of an employing agency’s administrative error, the member can get the credit after applying and paying the employee contributions they should have made.
The system may collect certain overpaid benefits caused by administrative error, but only for payments made in the 36 months before notice of the error, unless fraud is involved.
Members may get service credit if no overlapping public retirement credit exists and they meet the stated requirements. Some payments must be made before retirement, and an employing agency may pay up to 50% of the required amount, but if it does so, it must do the same percentage for all applicants.
The board of trustees must issue prior service certificates after verifying service statements, and a member may ask for correction within one year.
A member’s retirement allowance is based on creditable service made up of later membership service, plus prior service credited on a valid prior service certificate.
A retiring member may count certain accrued annual leave and unused sick leave toward membership service for retirement benefits, but some leave is excluded.
