PART III. LOUISIANA CHILDREN, YOUTH, AND FAMILIES INVESTMENT FUND §2608. Purposes and intent A. The legislature hereby finds and declares that the children and families of Louisiana are the state's most precious resource. B. The legislature further finds that the state should make further strategic investments in this resource in order to: (1) Prevent child abuse and neglect, substance abuse, mental illness, and predelinquent and delinquent behavior. (2) Make early interventions that will effectively address family problems. (3) Provide comprehensive strategies for effectively rehabilitating children and families at whatever stage these problems are manifested. C. The legislature affirms its belief that such strategic investments will not only preserve and develop the state's human resources but also save the state large amounts of money currently being invested in law enforcement, child protection, adjudication, and corrections.
